Joe Rugg represents physicians, licensed professionals, ambulatory surgery centers, and physician groups in complex regulatory, transactional, tax, and business matters. With a practice that spans more than four decades, Joe is a trusted advisor to doctors navigating the business of health care—from practice formation and compensation planning to employment negotiations, hospital affiliations, and compliance with ever-changing state and federal laws.
Joe’s career began in tax law, but his work quickly shifted toward advising physicians and health care providers as tax laws evolved. Since then, he has built a deeply physician-focused practice that blends regulatory knowledge, strategic insight, and a passion for supporting medical professionals. He has represented physicians employed by hospitals, hospital-based specialists, and independent medical staff, often guiding them through sensitive disputes and adversarial issues with large hospital systems.
He is especially proud of his work helping launch The Villages Health System—creating access to care for a rapidly growing retiree population in Central Florida. His practice also includes frequent counsel on Medicare compliance, health care structuring, and employment contracts.
Representative Matters
- Founded and Structured Village Health System in Central Florida: Served as lead legal counsel in the creation and organizational development of the Village Health System, now comprising over 70 physicians and serving one of the largest retirement communities in the state.
- Counseled Physicians on Ambulatory Surgery Center Formation and Compliance: Advised hospital-based specialists, including anesthesiologists and radiologists, in structuring, operating, and maintaining compliance for ambulatory surgery centers and outpatient health facilities.
- Represented Medical Staff in Hospital Negotiations and Governance: Served as outside counsel for hospital medical staff, including leadership roles in governance and credentialing disputes, advocating on behalf of physicians working within larger hospital systems.
- Advised Physicians on Tax and Corporate Structure of Healthcare Practices: Guided physicians and healthcare providers in optimizing tax and business structures for their practices, including entity selection, buy-sell agreements, and strategic growth planning.
- Negotiated Employment and Hospital Affiliation Agreements for Physicians: Represented physicians in negotiating employment agreements and independent contractor arrangements with hospitals, health systems, and private equity–backed organizations.
- Provided Regulatory Counsel in Florida Healthcare Transactions: Handled a wide array of transactional matters for healthcare clients, including licensing, Medicare/Medicaid compliance, and Florida-specific regulatory issues affecting medical professionals.

Outside the Office
Joe lives in Tampa with his wife and two large, adopted dogs. A longtime vegan, he enjoys cooking creative meals that can win over even his two meat-loving adult sons. He’s an avid reader—especially of Carl Hiaasen and Erle Stanley Gardner—and often spends weekends riding his Vespa around town. Joe is also exploring the legal and ethical implications of artificial intelligence.
