Yvette F. Rhodes is an experienced health care attorney whose practice is dedicated exclusively to representing licensed health care providers and facilities in complex regulatory and transactional matters. With a master’s degree in health administration and over two decades of legal experience, Yvette brings a rare blend of business acumen and legal strategy to the evolving world of health law. She regularly advises physician practices, mid-level providers, health clinics, pharmacies, home health agencies, hospices, diagnostic testing facilities, and other licensed entities on a wide range of operational, compliance, and reimbursement issues.
Prior to practicing law, Yvette ran her own health care consulting company, which inspired her to attend law school to expand the range of services she could provide. This entrepreneurial foundation continues to shape her approach today—collaborative, solutions-oriented, and focused on helping clients achieve practical outcomes that support their business goals. Her work includes licensing and certification, audits and appeals involving Medicare and Medicaid, and HIPAA compliance and breach response.
Clients frequently turn to Yvette for guidance on vendor contracts, scope of practice analysis, and supervision of advanced practice providers. She is also highly experienced in counseling health care entities on employment matters, including contract negotiation, practice structuring, and regulatory compliance involving the False Claims Act, Stark Law, and Anti-Kickback Statute. Yvette is deeply committed to education and knowledge-sharing within her field. She served as a faculty member at the University of South Florida’s School of Pharmacy from 2024 to 2025, where she taught health care law. She is a longtime member of the Hillsborough County Bar Association and remains actively engaged in the legal and health care communities throughout Florida.

  • Medicare Audit Defense. Successfully represented physician practices and diagnostic testing facilities in Medicare audits and appeals, securing favorable reimbursement resolutions and helping clients avoid recoupments and penalties.

  • Licensure and Certification Advocacy. Advised licensed health care facilities—including hospices, pharmacies, and home health agencies—on Florida licensure applications and change-of-ownership transactions. Navigated regulatory hurdles to secure timely approvals from the Agency for Health Care Administration (AHCA).

  • HIPAA Breach Response and Compliance. Guided a clinical laboratory through a HIPAA breach response and Office for Civil Rights (OCR) investigation, helping the client avoid fines by implementing corrective actions and updating privacy and security protocols.

  • False Claims Act and Anti-Kickback Compliance. Counseled multi-specialty group practices on structuring provider compensation and referral arrangements to comply with the Stark Law and Anti-Kickback Statute. Drafted and revised internal compliance protocols to mitigate enforcement risk.

Outside the Office

Outside of her legal practice, Yvette stays busy supporting her three children in a wide range of activities, including softball, baseball, musical theater, and cheerleading. She’s a frequent presence on the sidelines and in the audience, proudly cheering them on. Yvette also helps run a local 501(c)(3) youth sports league, combining her passion for community involvement with her commitment to creating meaningful experiences for families. Whether organizing events, volunteering behind the scenes, or juggling a busy family calendar, she brings the same energy and care to her personal life that she does to her work with clients.

Advanced Practice Provider Scope of Practice. Provided strategic guidance to a physician group regarding appropriate delegation and supervision of nurse practitioners and physician assistants. Ensured compliance with both Florida’s scope of practice requirements and payer credentialing rules.

Adjunct Professor, University of South Florida College of Pharmacy, 2024 – 2025. Taught Health Care Law for two academic years, guiding future pharmacists through complex regulatory and compliance issues impacting the health care industry.
