Ashley Phillips serves as Johnson Pope’s Director of Planning & Development, a role she stepped into after 10 years with the firm as a paralegal and key member of its land use, zoning, and property rights practice. In this role, Ashley supports a broad range of land use and local government matters, including rezonings, special and conditional use permits, variances, comprehensive plan amendments, development agreements, and other discretionary development approvals.
With 16 years of experience in land use law, litigation, and eminent domain, Ashley works closely with attorneys, developers, property owners, governmental agencies, planners, engineers, and surveyors to guide clients through complex development and entitlement processes throughout Florida. Her background is distinct among planning professionals: alongside her planning expertise, she has developed a deep working knowledge of the legal underpinnings of planning law, allowing her to bridge the gap between legal strategy and practical land use execution.
Over the course of her career, Ashley has built invaluable relationships with key contacts across the jurisdictions where the firm works, a network that continues to benefit clients navigating Florida’s development and entitlement landscape. She holds a business degree from Florida State University.
